Yes, it is exactly what you think it is. Some genius has gone and mashed up the trailer for Thor: The Dark World and Arrested Development and created what would be the greatest animated series ever if it were to be a real thing. They even enlisted a pretty mean Ron Howard impersonator to do the voiceover and it's magical. And Gob is totally Loki when you think about it.
