I've never owned a dog, but one can assume setting the T-1000 after a puppy that's loose on a highway probably isn't the way to go about catching it. Trying to surround him with food is the way to go. Sprinting down the road after it, with nary a net nor a lamb chop in sight, was never going to work.
Usually in these situations the wily pooch is rounded up, especially when there's innumerable law enforcement vehicles involved, but this one hightailed it off a bridge and into downtown Sacramento. At least the police got a work out.
