The 2022 World Cup is looking more and more likely to take place in the winter, as a FIFA task force has made the recommendation that the tournament be moved to the end of the year when it takes place in Qatar. 

The task force's recommendation was to hold a shorter tournament (although there was no mention of there being less teams involved) throughout November and December, while unconfirmed reports say that the final is apparently being lined up for December 23rd. 

The recommendation will be deliberated at a meeting of the executive committee in March, but it appears that the winter World Cup is going to be the one that is given the nod, meaning that there may well be a conflict between the game's governing body and the individual leagues, who would need to interrupt their regular calendars to accommodate the event. 

A statement from FIFA said that "the proposed event dates have the full support of all six confederations. The proposal will be discussed at the next meeting of the Fifa executive committee, scheduled to take place at the Home of FIFA in Zurich on 19 and 20 March 2015."
