Second episode in this new series for Sky Atlantic written by the creator of The Wire. Set back in 1980s New York, it follows a young mayor called Nick Wasicsko who finds himself at the heart of a racial controversy when a federal court rules that low-income homes must be built in the primarily white, middle class suburbs of the city. Tonight, the conflict continues as Wasicsko knows he has no further gambits to play in federal court, and there seems little else he can do but make the housing scheme work. However, he faces stiff opposition from certain district councillors, whose vehement opposition quickly gains the support of outraged voters.
