1999 Pristina, the capital of Kosovo, is Europe's most dangerous city. NATO has just stopped bombing Serbia. The Kosovo-Albanians are celebrating "their victory" over the Serb oppressors. The International Community sends thousands of emissaries to teach the locals a lesson in democracy. One of the Internationals is Anna, highly motivated and enthusiastic about her new employer: The OSCE, the Organisation for Security and Cooperation in Europe. Very soon Anna meets the most powerful man in Kosovo: Arben Rhaci. Anna is fascinated by the former freedom fighter and finds herself attracted to him. And Anna meets a second man: her Bosniak driver Plaka, whom she despises, as Plaka makes fun of everyone and everything. For Plaka only money seems to count. He deals with Anna's colleagues on the black market, a real wartime profiteer. But a series of dramatic events changes everything and all of a sudden, Plaka is the only person Anna can trust.
