That is indeed Harry Potter with a shaved head. He sheared himself a couple of months ago for IMPERIUM. He plays a CIA agent who infiltrates a Neo Nazi group. On to more upbeat things, here is he soaking Jimmy Fallon during a particularly one-sided game of Water Wars.
