To be fair, I know who'd I'd prefer to see topless. Despite this, Instagram have deleted Chelsea Handler's topless picture no less than three times, despite her protestations. It all started with this post...

As you can see, Instagram removed the "offending" picture, seen below. Not sure what's so awful about it, Chelsea does indeed have a better body than Putin, AND she's wearing a helmet - following properly safety guidelines, unlike himself there.

Turns out Putin does have more first amendment rights...
This is the message Instagram have been sending Handler every time she posts the picture. No wonder Rihanna deleted her account...
Safe from what? NIPPLES?! BEWARE THE PERILS OF BARED NIPPLES - only ones at the end of a lady's breast, mind; redundant nipples seen sported by menfolk [which proves that Mother Nature ensures that everyone starts life as a female] are totally harmless.
Seriously though, Chelsea's nipples - like Vladimir's nipples - aren't engaged in any lewd or offensive act. They're just hanging around on top of a horse, minding their own business. Nothing to see here.
