The reasoning for this particularly shit instance of self-mutilation? According to the horse's mouth:

"The reason I got a # Tatted on my FACE was simply 2 make sure IT stays trending 4 ever."

The joke might soon be on him though, literally. According to Buzzfeed, Twitter's head of news Vivian Schiller has suggested that hashtags and '@' symbols might soon be a thing of the past and that the micro blogging network might soon remove them from the Twitter framework entirely.
