Attacks by dangerous dogs are at record levels in the UK and earlier this month, in one of the worst cases of recent years, a Swindon toddler suffered serious facial injuries when he was mauled by a neighbour's pet. Now campaigners and charities are demanding decisive action, and as the Government considers new laws, Jonathan Maitland asks what can be done to reduce the risk of future incidents without punishing millions of responsible dog owners.
