Yes, Mark Hoppus of Blink-182 had a plan to capture Saddam Hussein, the now-deceased Iraqi dictator.
In fact, it goes even one step further. The singer of 'All The Small Things' managed to pitch his idea - which, when you read it sounds kind of ingenious actually - to an Admiral in the US Navy who was on his way to brief the Joint Chiefs' Of Staff. All this happened, by the way, on an aircraft carrier that Hoppus just happened to be on.
Hoppus went into further detail, explaining that at the time of his idea, Hussein was in hiding - but still releasing taped messages to his followers. "My idea was to have trucks with big speakers drive around BLASTING time code just out of the frequency range of the video camera’s microphone," explained Hoppus in a lengthy tweet. "When Saddam released a tape, he would have inadvertently recorded the same code. Using the time code, you could go back and pinpoint a general radius from where the truck was. With that information you start the search."

Of course, Hoppus' strategy was never put into action and Hussein was eventually captured by US forces just outside of Tikrit in December of 2003. The exact details of the hunt for Hussein were never made public, so it's entirely possible that US military leaders did in fact use a strategy put forward by the singer of 'What's My Age Again?'
